Fajarbaru Builder Group Bhd. (281645-U), an investment holding company comprises of subsidiaries, engages primarily in construction activities in Malaysia and also involves in manufacturing ready-mix concrete; trading construction materials; and property development.
The Group’s origins date back to 1976 when the Group’s core subsidiary, Fajarbaru Builder Sdn. Bhd. (27198-T), was incorporated in Malaysia on 6 May 1976 as a private limited company under the Companies Act 1965 and its principal activities are civil works, building construction and turnkey contractor and building prefabricated works (on contract basis). Fajarbaru Builder Sdn. Bhd. is registered with Pusat Khidmat Kontraktor (PKK) as a Class A contractor and is also registered with the Construction Industry Development Board (CIDB) as a Class G7 contractor, enabling us to tender for government and private projects of any size. The Group is also registered as a turnkey contractor with Petroliam Nasional Berhad. FBSB is also a certified ISO 9001:2000 company since 2002.
The Group is a vertically-integrated construction set-up, which is well-positioned as a “One Stop Agency” which is capable of undertaking a wide range of projects as it possesses the expertise for ground works/piling works, infrastructure works, substructure/super-structure works and finishing works, with in-house design and build capabilities. As a whole, with the capabilities of the Group, will save cost and time for clients and also ensure quality control is consistently exercised throughout the construction process.

Dato’ Ir Kuan Peng Ching @ Kuan Peng Soon

Dato’ Ir Kuan Peng Ching @ Kuan Peng Soon, Chairman and Non-Independent Non-Executive Director, was appointed to the Board of FBC on 17 May 2006. He is a qualified electrical engineer graduated from Adelaide University, South Australia and is registered with the Board of Engineers, Malaysia as a Professional Engineer and also a member of the Institution of Engineers, Malaysia. He served two terms as senator in the Malaysia Parliament between 1986 and 1991.
Dato’ Ir Low Keng Kok
(Managing Director cum Chief Executive Officer)
Dato’ Ir Low, a Malaysian, was appointed to the Board on 1 August 2007 and is presently the Managing Director cum Chief Executive Officer of FBC.
Dato’ Ir. Low graduated from the University of Malaya with a Bachelor of Engineering (Hons) Degree in Civil Engineering. He is a Chartered Engineer and Chartered Environmentalist (U.K.). He is a Fellow of the Institution of Engineers, Malaysia and the Institution of Highways and Transportation, U.K. He is a corporate member of the Institution of Water and Environmental Management, U.K. (M.I.W.E.M) and the Institution of Civil Engineers, U.K. (M.I.C.E).
Tan Sri Datuk Chai Kin Kong
(Executive Director)
Tan Sri Datuk Chai Kin Kong is a businessman and has been involved in the timber industry for more than 30 years in Kelantan, Pahang and Sabah. Besides that, he also has wide experience in the hospitality industry and property development in the Klang Valley and Sabah. He is one of the Executive Directors of Sanbumi Holdings Berhad and sits on the Board of KLC Forest Plantation Berhad as well.
Ooi Leng Chooi
(Executive Director)
Mr. Ooi Leng Chooi A.C.M.A. C.A (M), an Executive Director, a Chartered Accountant, a member of the Malaysian Institute Of Accountant (MIA) and he is also a Certified Finance Planner (CFP). He joined FBC Group in 1998 as a Finance Manager and was appointed to the Board of FBC as an Executive Director on 12 December 2001. Mr. Ooi has more than 15 years of working experience in handling corporate finance and general management with two (2) listed companies prior in joining Fajarbaru Group.
Dato’ Ismail Bin Haji Omar
(Non-Independent Non-Executive Director)
Dato' Ismail Bin Haji Omar, Administration Director, was appointed to the Board of FBC on 13 November 1997. He obtained a Bachelor of Economics (Honours) Degree from the University of Western Australia, Australia in 1965. Dato' Ismail started his career with the Government in 1966 at the Ministry of Commerce and Industry as an Assistant Controller in the Export Commodities Division. Subsequently in 1970, he was promoted to the position of Deputy Controller. He joined the Ministry of Primary Industries as Principal Assistant Secretary in 1972 and in 1975, he was promoted to Secretary, Rubber Division, Ministry of Primary Industries. In 1979, he was promoted to the Deputy Secretary in the Cabinet Division of the Prime Minister's Department and served there for two (2) years. He was made the Director of Agriculture Division in the Economics Planning Unit in the Prime Minister's Department for two and a half (2 ½) years from 1982 to 1984. In July 1984, he was transferred to the Ministry of Education as Secretary of Development and Supply Division, a post which he held for eight and a half (8½) years till 1993 and also sat on the Board of Rubber Research Institute for ten (10) years from 1968 to 1978. He had also served on the Malaysian Rubber Research & Development Board, Malaysian Rubber Exchange and Licensing Board and Malaysian Rubber Development Corporation.
Dato' Lee Gee Huy @ Lee Kong Fee, JP
(Independent Non-Executive Director)
Dato' Lee Gee Huy @ Lee Kong Fee, JP Independent Non-Executive Director, was appointed to the Board of FBC on 23 August 2001. He graduated from Buckingham University, the United Kingdom in 1982 with Licence-in-Law degree. Prior to that, he was a Court Interpreter for approximately ten (10) years. After graduating from Buckingham University, he obtained his Barrister-at-Law at Lincoln's Inn, London in 1983 before setting up his own law practice, which he is still practising till now. He was the Seremban Town Councilor from 1989 to 1995.
Foong Kuan Ming
(Independent Non-Executive Director)
Mr. Foong Kuan Ming, Independent Non-Executive Director, aged 52, Malaysian, was appointed to the Board of Directors of FBC on 23 November 1998. Mr. Foong is an Advocate and Solicitor by profession. He graduated with a BA (Hons) in Law in 1980 from the University of Central Lancashire, England; subsequently post-graduated from The Council of Legal Education, London and was called to Utter Barrister-at-Law of Lincoln's Inn, London. Mr. Foong is also an Accredited Mediator with the Malaysian Mediation Centre of the Bar Council of Malaysia. Mr. Foong was called to the Malaysian Bar in 1982 and has been in legal practice since then. He is currently the founder and senior partner of the law firm, Foong & Co., and is principally engaged in banking, corporate and property legal matters.
Mr. Foong is not related to any Directors or major shareholders of the Company. Mr. Foong is the Chairman of the Audit Committee and Nomination Committee and a member of the Remuneration Committee.
Wong Chee Heng
(Independent Non-Executive Director)
Mr. Wong Chee Heng started his career with Asia Automobile Industries Sdn. Bhd., the assembler for Mazda and Peugeot vehicles in 1979. He left in 1980 to join Kadin-Duetz Sdn. Bhd., a company trading in heavy equipment. He joined Machinery & Industrial Supplies Sdn. Bhd. in 1984 and was seconded to Hirotako Acoustics Sdn. Bhd. in 1992. He has more than 20 years of experience in accounting, corporate finance and general management. He is a Chartered Management Accountant and a member of the Malaysian Institute of Accountant (MIA).

Mr. Toh Teong Hock has been with the company since April 2008. He graduated from The National University of Singapore with a Degree of Bachelor of Engineering (Civil). He has more than 22 years of experience in civil engineering construction like housing, dam, bridge, sewage treatment plants, road and infrastructural projects.
Ng Yoon Loy (Senior Contract Manager)
Mr. Ng Yoon Loy has been with the company since December 2009. He graduated from Thames Polytechnic, London, United Kingdom with a Degree of Bachelor (Hons) in Quantity Surveying. He is a Registered Member of Lembaga Juruukur Bahan Malaysia. He has more than 20 years of experience in construction industry.
Choo Kai Keong (Senior Project Manager)
Mr. Choo Kai Keong has been with the company since April 2008. He has completed International Correspondence Civil Engineering course, Singapore in 1983. He has more than 20 years of experience in the construction industry.
Foo Tiaw Sat (Project Manager)
Mr. Foo Tiaw Sat has been with the company since 2001. He graduated from National Taiwan University with a Degree of Bachelor of Science in Agriculture. He has more than 27 years of experience in the construction industry.
Khoo Nee Beng (Project Manager)
Mr. Khoo Nee Beng has been with the company since May 2007. He holds a Degree of Bachelor of Science in Civil Engineering from University of Southwestern Louisiana. He has more than 18 years of experience in the construction industry.
Engr. Kong Kam Loong, P.Eng. (Senior Engineer)
Ir. Kong Kam Loong has been with the company since July 2008. He graduated from the Universiti Technologi Malaysia with a Degree of Bachelor of Engineering (Civil). He is a Professioner Engineer registered with the Institute of Engineers, Malaysia (IEM) and a Registered Graduate Engineer with the Board of Engineers (BEM).He has more than 9 years of experience in the construction industry.
